The emperor has an inferiority complex towards Leo's dad.(honestly he should with how stupid he is) and so to get back at him he idk tried to force Leo into the spot light and talked down to her cuz a normal child would have likely folded under the pressure.
But Leo flipped it on the emperor and made sure everyone there including the emperor knows who truly held power.
