The phrase that is in common use is "if worse comes to worse," which conveys the idea of an ever worsening situation.
"Worse comes to worst" is probably used because translators reason that "worse comes to worst" makes more sense.
They both make sense, but if I were you I'd write "worse comes to worse."
"Worst comes to worst" is completely wrong.
